No new confirmed strikes or tanker casualties emerged through 30 June. US envoys met Qatar’s prime minister as separate delegations prepared mediated talks on the mid-June memorandum. The forward price may gap up Monday; the chokepoint's real tariff is already set by war-risk premiums and ships running dark.

The first Bürgenstock round produced a real implementation architecture. Its risk is that architecture now has to survive sequencing gaps, non-signatory spoilers, and an expansive Iranian reading of relief.

The Strait has shifted from freeze to test passage. Brent is pricing the Lucerne process and returning barrels, while the real stress has moved into freight, insurance, discounts, and the unproven mechanics of Iran’s permit regime.

An explosion at Barzan matters because of where it happened, but the first discipline is not to turn a domestic-gas incident into an LNG-export outage without evidence.

Brent is holding near $80.6 because the market is pricing barrels that can still move through dark, state-linked and sanctions-tolerant channels. The stress test is not whether crude keeps slipping through, but whether insured, visible, ordinary tonnage returns.

Bürgenstock produced machinery, not a sequencing note. Hormuz produced the harder answer: a permit gate over the barrel route the framework was supposed to keep free.

Three institutions are now describing three different Hormuz realities: a military count, a commercial count and a tracker count. The physical market is voting more slowly than oil, and the missing VLCCs are the vote.

After Friday’s postponed session, the weekend process at Bürgenstock is less a ceremony than a test of instructions: nuclear sequencing, sanctions relief, Strait governance and Lebanon restraint have all reached the point where signatures must become behavior.

The Islamabad MoU has signatures, clauses and mediators. Its first test was whether paper could stop a front whose combatants were not in the room.

Oil is pricing the truce as a reopening. Shipping is treating Hormuz as a mined corridor governed by permits, Iranian routing, sanctions risk and insurance that remains abnormal.

Brent’s fall toward $78 is not only the removal of a war premium. It is also the first repricing of stranded Gulf barrels entering a market where refiners are already covered, Chinese demand is patchy, and the toll question has only been postponed.

The published 14-point memorandum is less an ending than a sequencing machine. It stops the visible fighting first, then compresses nuclear, sanctions, enforcement, Lebanon and post-window Hormuz governance into the next bargain.

Brent has fallen below the war-premium line, but the Strait of Hormuz is moving only a fraction of its normal traffic. The market has priced the political reopening faster than ships, insurers and mine-clearance teams can make the route commercially ordinary again.

The US-Iran MOU is being treated as politically operative before its legal terms are public. That gap lets Washington, Tehran, Israel, markets and Gulf intermediaries each act on a different version of the same promise.

The emerging U.S.-Iran arrangement has signatures, ceremony plans and market relief, but no public text and little visible shipping. The core dispute is whether reopening means a free strait or an Iranian-managed one.

Brent has fallen 30.9% from its April war peak as deal headlines land and open interest flees. The physical strait is not back: visible tanker traffic is near three a day, many ships are dark, and the IRGC still has a tollbooth-shaped shadow.

The draft US-Iran memorandum now has terms, a Sunday signing claim, and an uppercase promise of open water. Iran says no final decision has been made, and Israel's strike in Beirut gave Tehran's skeptics a reason to slow the pen.
