Damascus has begun the civilian handback while leaving Russia’s military residue inside a three-month transition. The harder question is what “joint” will mean when the public account supplies almost none of the operating rules.

No new confirmed strikes or tanker casualties emerged through 30 June. US envoys met Qatar’s prime minister as separate delegations prepared mediated talks on the mid-June memorandum. Iran denied a direct meeting; Trump said Iran had asked for one. IAEA access stays agreed in principle, with no inspectors yet back at the struck sites.

Senior US officials said both governments agreed to halt reciprocal strikes and let vessels move freely through the Strait of Hormuz. The Switzerland session planned for 29–30 June did not convene; Qatar is set to host a narrower round near 30 June. The mid-June framework remains strained, and Tehran had threatened to halt diplomacy only days earlier.

Iran launched drones at Bahrain and said it struck American facilities in Kuwait and Bahrain with missiles and drones. The United States carried out fresh strikes on Iranian coastal sites. Washington reported no major damage or casualties from the Iranian side, and the Pakistan-brokered memorandum has not been declared void.

Implementation has begun, but the two live tests remain unresolved: nuclear access and the southern Lebanon hand-off.

The Lake Lucerne framework has reached the implementation phase. Sanctions relief is already flowing, Iran is resisting access to bombed nuclear sites, the IAEA says inspections will go ahead, and the Lebanon test is already negative.

Bürgenstock produced machinery, not a sequencing note. Hormuz produced the harder answer: a permit gate over the barrel route the framework was supposed to keep free.

After Friday’s postponed session, the weekend process at Bürgenstock is less a ceremony than a test of instructions: nuclear sequencing, sanctions relief, Strait governance and Lebanon restraint have all reached the point where signatures must become behavior.

The Islamabad MoU has signatures, clauses and mediators. Its first test was whether paper could stop a front whose combatants were not in the room.

The pact’s language points toward Lebanese sovereignty and an end to operations on all fronts. Israel is not a party to it, and is negotiating to keep troops in southern Lebanon.

The published 14-point memorandum is less an ending than a sequencing machine. It stops the visible fighting first, then compresses nuclear, sanctions, enforcement, Lebanon and post-window Hormuz governance into the next bargain.

The US-Iran MOU is being treated as politically operative before its legal terms are public. That gap lets Washington, Tehran, Israel, markets and Gulf intermediaries each act on a different version of the same promise.

The US-Iran framework leaves three incompatible Lebanon theories alive at once: Iran says the ceasefire reaches Lebanon, Washington says Israeli withdrawal is not a condition, and Israel says it is not bound. That makes another Dahieh strike, not routine southern fire, the escalation marker.

The US-Iran framework is being sold as a regional off-ramp, but its weakest line runs through Lebanon. A strike in Dahieh now tests whether Tehran can sell restraint while Israel keeps hitting Hezbollah inside Beirut.

The emerging U.S.-Iran arrangement has signatures, ceremony plans and market relief, but no public text and little visible shipping. The core dispute is whether reopening means a free strait or an Iranian-managed one.

The draft US-Iran memorandum now has terms, a Sunday signing claim, and an uppercase promise of open water. Iran says no final decision has been made, and Israel's strike in Beirut gave Tehran's skeptics a reason to slow the pen.

Washington and Tehran say they've agreed on the wording of a deal to reopen the Strait of Hormuz. In the same 72 hours: US airstrikes, Iranian warning shots at a tanker, and a navy escorting oil out of the Gulf. There's a document. Nobody has signed it.

Iran wants Lebanon's war ended as part of the deal. Israel — which isn't even at the table — says it won't stop and won't pull back. That gap is where a weekend signature could die.
