Spain deployed troops as the enclave filled, but 48,300 people had voluntarily returned to Morocco by nightfall. Public evidence still cannot establish whether Rabat engineered the surge or simply lost control.

The EU sent seven planes and four helicopters into France, then six planes, 134 firefighters and 41 vehicles into Spain. A new heat pulse is testing both fronts at once.
