Gabriel Ocaña, who directs disaster-risk work for Nariño, said a slope collapsed on a mine in vereda Puerto Rico, in the municipality of Policarpa, and that 13 people died and seven were injured [E1][E3]. Fredy Gámez, the department’s government secretary, said the slope came down on the people because of the activity taking place in the mine [E3]. Early lower tallies were superseded once crews finished [E1]. Four of the dead were described by residents as members of one Quillasinga family; no official name list existed at the freeze [E3].

The collapse happened on the afternoon or evening of Wednesday 19 August [E1][E2]. Firefighters from Pasto, Policarpa and neighbouring towns worked with residents and excavators through the night [E2]. Operations ended about 02:00 local on Thursday, 20 August, after all those missing had been found [E2]. Blu Radio later said five of the injured were out of danger [E5].

The site is consistently described as informal, unlicensed gold extraction [E1][E2]. Agencia Nacional de Minería posted condolences for the 13 dead and seven injured and said its mine-rescue team was supporting the response [E4]. The agency’s visible posts did not use the word illegal or describe heavy plant at the working face [E4]. Secondary write-ups attributed a claim of illicit extraction with heavy machinery to ANM; that sentence is not on the posts retrieved here [E4]. Two excavators were on site for rescue, which is not the same as a mining-method finding [E2].

Witnesses first spoke of a blast-like sound. Local officials then ruled an explosion out and described a talud failure from work that undermined the slope [E2]. Cause, as stated by Gámez and by a government source to European wires, is improper extraction at an open face, not dynamite [E2][E3]. No Fiscalía charging document was retrieved by the freeze [E2].

Governor Luis Alfonso Escobar had already activated the response on Wednesday night and named the alcalde Eduar Rojas and Gestión del Riesgo as the local chain [E3].
