The Civil Cabinet of the Presidency said President Paul Biya and First Lady Chantal Biya returned to Yaoundé on 20 August following a private stay in Europe [E2]. Associated Press placed him on a flight from Geneva after more than ten weeks away [E1]. CRTV showed the welcome committee at Nsimalen and the motorcade that followed [E3][E4]. He waved from a vehicle with a half-open window on the way to Etoudi [E1].

The trip began as a brief private stay. He left Cameroon on 7 June 2026 [E1]. Thursday’s landing is 74 calendar days later, the longest recorded absence of the presidency [E1][E2]. Official language did not change: a private stay in Europe, restated on return [E2]. No new medical bulletin was attached to the 20 August posts [E2][E1].

Who met the aircraft is a party and state picture. Close collaborators were at the airport [E1]. CRTV filmed the official comité d’accueil [E3][E4]. Ruling CPDM supporters lined streets in party colours, which is organised presence, not an independent crowd count [E1][E4]. State television produced the reception it always produces [E3].

Vacancy is a Constitutional Council event, not a long holiday. Law No. 2026/002 of 14 April 2026 reintroduced a vice-presidency; if the office is vacant by death, resignation or permanent incapacity duly ascertained, the vice-president completes the term [E1]. No vice-president has been named, so the fallback remains the president of the Senate, currently Aboubakary Abdoulaye, and only after a Council ascertainment [E1]. Prolonged absence does not itself open that clause [E1][E2].

Opposition talk of an institutional vacuum during the stay produced no Council action [E1]. The boring reading is an elderly incumbent on a long private stay in Geneva, a known pattern, returning after the longest such gap of his tenure [E1][E2]. Nothing in the 20 August record documents a succession plot or a declared incapacity [E2].

What Thursday settles is presence in Yaoundé, announced by the civil cabinet and seen on CRTV [E2][E3]. What it does not settle is a public working calendar, a vice-presidential appointment, or a health statement [E1][E2]. Those remain later clocks. The return itself is the artefact [E2].
