Ballot-paper accounts can be checked against witnessed station counts, signed agent copies and publicly posted station results before figures move through constituency tallies and national verification [E3][E8]. ECZ’s own results-management guidance says the ballot-paper-account verification procedure “does not constitute a recount,” making reconciliation a custody check rather than an automatic reopening of every vote [E8]. If ECZ publishes the affected-station reconciliation, those overlapping records can localize missing or compromised material; until then, the most important ledger remains open.",
