    "The third and decisive layer is structural. Ten thermoelectric units were out of service before the national collapses.[E5] These offline plants represent a large share of thermal capacity. Their absence, not the momentary trips, produces the persistent two-gigawatt peak shortfall.",
    "Each successive reconnection demonstrates operational resilience under extreme constraint. Incremental returns of units gradually close portions of the gap. Those returns are real and measurable. They have not, however, altered the order of magnitude of the shortfall that UNE itself publishes.",
    "Until generation capacity moves materially closer to peak demand, electrical reconnection will continue to coexist with multi-hour blackouts. The engineering facts of unit availability and demand forecasts stand clear. The grid is once again one system. It remains two gigawatts short of being an adequate one."
