Uganda’s health ministry declared the country officially Ebola-free on Tuesday. [E1] Twelve days earlier, the same ministry said the discharge of its last patient had started the internationally recommended forty-two-day countdown required before an outbreak could officially be declared over. [E2] Both statements are public. The calendar between them has not acquired thirty extra days.
The standard clock covers two maximum incubation periods of twenty-one days. Uganda’s 16 July notice said a new case during the first period would reset the count, while two clear periods would permit a declaration in line with international guidance. [E2] On that method, 27 August completes day forty-two and 28 August becomes the earliest ordinary declaration date.
The ministry offered a reason for treating this outbreak differently. It traced the chain to documented importations from the Democratic Republic of the Congo, linked every confirmed Ugandan case epidemiologically, quarantined identified contacts and found no unexplained community transmission. [E1] Its dashboard lists twenty confirmed cases, eighteen recoveries, two deaths and no current admissions. [E3]
That record makes the national announcement more than empty ceremony. Uganda appears to have stopped the domestic chain. It does not turn the regional event into a closed file. The World Health Organization’s latest detailed notice counted 2,124 confirmed cases and 828 confirmed deaths in the DRC through 15 July, spread across five provinces. [E4] Later DRC reporting put the confirmed total above 3,200. [E5]
One outbreak can therefore carry two honest descriptions. WHO treats the Bundibugyo event as a cross-border system with continued importation risk. [E4] Uganda is in surveillance after a short, linked chain; eastern Congo remains in active transmission amid insecurity, displacement and restricted access. A combined total describes the network. It conceals the operating difference unless the countries are immediately separated.
The counter-case is that the forty-two-day rule was designed for uncertain community transmission, while Uganda says the source, route and contacts in this event were fully observed. A government may choose a national status that reflects that evidence. WHO had not posted a matching end-of-outbreak notice at the research bell, and Uganda’s own earlier instrument did not publish an exception clause.
The next binding document is either a standard declaration after the full surveillance period or a new imported case that restarts it. Uganda has closed the domestic chain. It has not shortened the virus’s incubation period.
