That missing production line is the supply-chain question. Structural clearance returns people to the building. Lithography, deposition and metrology tools still require calibration, gas and chemical systems require checks, and wafers interrupted mid-process may not return with the lights. A gradual restart describes the sequence; it does not quantify the output.
The counter-case is Japanese industrial preparation. JASM’s evacuation, accounting and inspection procedure moved from shaking to a declared structural restart within hours.
