The final tally gave Fujimori 9,223,396 votes, or 50.135 per cent. Roberto Sánchez received 9,173,755, or 49.865 per cent. The difference was 49,641 ballots. The arrangement can broaden a government or distribute its contradictions across three offices. Her first address promised security, economic reactivation, preparation for El Niño and discipline in public spending. It also placed an unusually exact boundary around the term: five years, 1,826 days and not one day more. The counter-case is ordinary coalition government. A plurality can assemble majorities issue by issue, and bicameral procedure can force the bargaining that Peru’s repeated executive crises lacked.
