Keiko Fujimori took Peru’s presidential oath on Tuesday and received the sash for a term ending in 2031. [E1] The ceremony made her the country’s first woman elected by popular vote to the office. It also moved a narrow election from the counting system into the governing system.
The final tally gave Fujimori 9,223,396 votes, or 50.135 per cent. Roberto Sánchez received 9,173,755, or 49.865 per cent. The difference was 49,641 ballots. [E2] Peru’s electoral authority proclaimed the winning ticket on 3 July after the challenge process. [E3] Tuesday settled who holds the executive; it did not enlarge the mandate.
Congress returned in bicameral form for the first time since the 1990s. Fuerza Popular holds the largest bloc in both chambers but no absolute majority: twenty-two of sixty senators and forty-one of 130 deputies. [E3] Every durable law therefore begins with another party’s votes, even when a Fujimorista presides over the Senate.
Fujimori named Luis Galarreta to lead the cabinet, economist Elmer Cuba at finance and Carlos Espá at foreign affairs before the oath. [E4] The appointments pair a veteran party operator with technocratic economic management and a public-facing diplomatic choice. The arrangement can broaden a government or distribute its contradictions across three offices.
Her first address promised security, economic reactivation, preparation for El Niño and discipline in public spending. It also placed an unusually exact boundary around the term: five years, 1,826 days and not one day more. [E1] The sentence answers the dynastic symbolism of a Fujimori taking office on the anniversary of Alberto Fujimori’s 1990 inauguration. It binds only if institutions enforce the calendar.
The counter-case is ordinary coalition government. A plurality can assemble majorities issue by issue, and bicameral procedure can force the bargaining that Peru’s repeated executive crises lacked. The boring null is less flattering: a new president inherits fragmented chambers, crime, weak trust and the same removal incentives that consumed earlier administrations.
The first document to watch is not another speech. It is the roll call on the first contested bill, followed by the coalition that supplies the missing votes. The sash settles the office. The chamber writes the operating limit.
