The government describes a route from operational requirements through field testing and production. Its tender describes the immediate instrument more narrowly: a pool of pre-qualified Canadian suppliers. [E1][E2][E3] The first round closes on 14 August at 14:00 Eastern time. Applicants that miss it can enter later rounds, and the supply arrangement itself remains open through July 2031. Winning a place in the pool does not win an order; qualified firms may compete later for research, prototypes, demonstrations, limited acquisitions or production. [E3] That separation is the initiative’s most important line. Canadian forces can bring a need to an already screened market instead of starting every search from zero, but each purchase still requires a subsequent tasking and competition. Ottawa has announced no DDI quantity, production budget or delivery date. Deep strike carries an additional warning in the government’s own backgrounder: policy, legal, safety and security work remains, and no acquisition decision has been made. [E2][E3] Parliament has already named the gap this marketplace is meant to close. A 2026 industry committee report heard that small firms can wait 14 to 15 months between a project award and a signed contract, while security clearances can take about 18 months. Witnesses described pilot programmes that rarely become continuing procurement and urged a path for cheap, replaceable counter-drone systems. [E5] Ottawa is assembling more than a list. A Mirabel secure hub links testing and integration work across uncrewed systems, while a May agreement pairs Ukrainian drone designs with Canadian production. The defence industrial strategy also directs the new Defence Investment Agency to use a Build–Partner–Buy sequence and sets a ten-year target for 70% of acquisitions to go to Canadian firms. [E7][E6][E4] Sovereignty will remain graduated rather than absolute. The strategy allows domestic development, licensed production and partnerships with trusted allies, which leaves room for foreign motors, batteries, chips, sensors and intellectual property inside a Canadian-assembled system. The relevant measure is whether forces can operate, repair, modify and replenish the equipment when an external supplier becomes unavailable. [E2][E4] A qualified supplier notice in September would show that the front door works. A paid test order would show that money can move through it. Production at repeatable volume would be the larger break with Canada’s record, and the tender promises none of those outcomes by itself. The marketplace is therefore a useful experiment with a public scoreboard: count contracts, units and weeks from requirement to field trial.
