On 15 July, OHCHR said Sudan’s “war economy” was sustaining the conflict and named gum arabic alongside gold among the trades keeping armed actors financed [E1]. Before fighting began in April 2023, Sudan supplied about 70–80% of the world’s crude gum arabic exports [E2][E3]. The emulsifier stabilises soft drinks, confectionery, cosmetics and pharmaceuticals, placing an obscure agricultural product inside some of the world’s most familiar goods [E2]. A war-finance warning attached to such a concentrated supply base turns a distant conflict into a direct sourcing problem [E1][E2][E3].
The trade begins in the acacia belt of Kordofan and Darfur, then moves through routes associated with looting and smuggling before reaching international buyers [E1][E2]. Control of those routes can determine who collects payment, levies charges or captures stolen stock [E1][E2]. Sudan’s dominant share gives buyers limited room to treat that exposure as a marginal exception [E2][E3]. Once a UN human-rights body identifies the commodity as part of the war economy, procurement records become evidence of how seriously companies examined the risk [E1].
Ingredient buyers would need to map suppliers beyond the immediate exporter and establish who handled the gum between the tapping area and the port [E1][E2]. Auditors would need origin declarations, custody records and explanations for stock that changes hands along opaque routes [E1][E2]. Insurers would face questions about whether policies support cargoes whose ownership or transit history cannot be established [E1]. The 70–80% concentration makes those demands commercially awkward, but it also makes weak traceability harder to defend [E2][E3].
That response resembles conflict-minerals compliance because the decisive questions concern origin, custody, counterparties and payment flows [E1][E2]. Customs documents can identify gum arabic while leaving the route’s armed beneficiaries invisible [E1]. A certificate from the final trader carries little weight when the earlier chain remains unexamined [E1][E2]. The relevant corporate exposure therefore sits across procurement, supplier assurance, audit and reputation at the same time [E1][E2][E3].
OHCHR’s warning stops short of company-by-company attribution [E1]. Gum arabic also supports a large legitimate trade that existed before the war and continues to connect Sudanese producers with global manufacturers [E2][E3]. Much of the crop is tapped by smallholders whose livelihoods depend on buyers continuing to distinguish lawful production from armed capture [E2]. Naming a commodity begins an inquiry; it does not trace a specific dollar from a specific shipment to a specific gun [E1][E2].
That null sharpens the task facing purchasers because blanket withdrawal could punish legitimate producers while unchecked buying could reward looting and smuggling [E1][E2]. Procurement teams would need enough route-level evidence to separate ordinary commerce from stock controlled or taxed by armed actors [E1][E2]. Auditors would need to test those claims against records that reach into Kordofan and Darfur, where the commodity originates [E1][E2]. Insurers and brands would then have to decide how much uncertainty they are prepared to carry in public [E1][E3].
Sudan’s historic dominance leaves international buyers deeply exposed to whatever standard of proof emerges after the UN warning [E1][E2][E3]. Weak traceability can now be read as a choice made after the financing risk was placed on the record [E1]. Companies able to document origin and custody may preserve access to legitimate Sudanese supply while competitors inherit a growing reputational discount [E1][E2]. A powder that keeps a drink from separating now asks every buyer to show what else its supply chain is holding together [E1][E2][E3].
