The Fact-Finding Mission on Sudan reported that mass killings, abductions and gang rapes carried out by the Rapid Support Forces when they seized the city bear the markers of genocide, and its chair, Mohamed Chande Othman, called the documented pattern of encirclement, attacks on civilian infrastructure and abuses against civilians \"a stark warning\" [E1]. Encirclement is not proof that El Obeid will repeat El Fasher; sieges sometimes end in withdrawal or negotiated access, and the RSF has an incentive to avoid a second documented genocide finding [E1]. What would falsify the worst case is concrete, RSF-permitted aid routes or a halt to the tightening. What would confirm it is the opposite, and the Council has now put its name on the outcome either way [E1][E2]."
