El Obeid remains inside the prevention window, and that is the point of the warning. The US State Department spokesperson said today that a “growing risk of mass atrocities” is forming in and around the city as the RSF masses forces and conducts drone strikes. UN spokesman Stéphane Dujarric put the stakes plainly: “We must not allow the horrors of El Fasher to be repeated in El Obeid.”
Verified reporting now supports the hard edge of the risk picture: RSF reinforcement around the city, warnings of imminent escalation, a threatened civilian population of roughly 500,000 people including more than 100,000 internally displaced people, and about ten consecutive days of drone strikes that killed at least 50 civilians across al-Obeid and North Kordofan. The warning came through a coalition-backed HRC statement joined by 21 others, with no binding protective instrument behind it. [E1]
What remains unverified matters as much as what is confirmed. No Reuters, AP or UN-class account cited in the public record verifies a full RSF ground assault inside El Obeid’s urban perimeter, RSF control of neighbourhoods, the fall of the city, or a house-to-house atrocity event inside the city. That absence is a sourcing limit: wartime reporting from the city is partial, delayed and exposed to reprisal risk. It is not evidence of safety.
Civilians are already being killed before any verified urban entry. AP reported an overnight RSF drone wave that killed at least 15 people and wounded dozens in El Obeid, with strikes hitting areas that included a cemetery and a gas station. That is the operational pattern now visible: pressure the city, cut services, hit civilian infrastructure and gatherings, then wait for the world to decide whether prevention is still abstract. [E2]
Council action remains far below the risk language. The Security Council expressed alarm at reports of “substantial military reinforcements” around El Obeid, warned of the “imminent risk of mass atrocities,” and demanded that the RSF “immediately halt” its assault. The instrument was a press statement: no sanctions, no observer mission, no protected corridor, no enforcement mechanism and no arms cutoff. [E3]
El Fasher supplies the reason to act before the city falls, while prevention is still possible. A UN fact-finding mission assessed that RSF mass killings and related atrocities in and around El Fasher were “indicators of a genocidal path,” described an 18-month siege followed by coordinated identity-based violence, and found that the RSF acted with genocidal intent. Kordofan is now the region into which the conflict’s same repertoire is moving. [E4]
Leverage sits outside the city as well as around it. AP reported that US intelligence assessments found the UAE had been sending weapons to the RSF, including Chinese armed and unarmed drones; the UAE denies backing the RSF and said it “categorically” rejects claims of support to either warring party. The policy point is narrow: states and logistics nodes that can affect weapons, drones, flight corridors and finance are the actors still able to interrupt the escalation. [E5]
Attention has lagged because El Obeid is still a prevention story: no confirmed fall, no single filmed mass-casualty event inside the perimeter, no oil-price shock and no direct great-power confrontation. AP’s broader Sudan drone-war report said drone strikes have become the deadliest threat to civilians in a conflict “overshadowed first by wars in Gaza and then in Iran.” That is the danger of this phase.
