Iran's foreign minister, Abbas Araghchi, went on state television and described it almost fondly: a "fourteen-point memorandum of understanding" that "has not yet been signed, and until the very last moment things may still shift." [E3] That last clause is the whole story. There's a text. Both sides like the words. Nobody has signed it. Officially, the hard part is over. A US official said the two countries had agreed on the wording and could sign "in coming days" — then added they were "not quite at the finish line yet." [E1] Pakistan's prime minister, who's been carrying messages between the capitals, said the text was final, with the nuclear questions pushed into a second round lasting about sixty days. [E2] Markets spent the week pricing the signature. The record only supports the draft. Here's the part the word "deal" is covering for: it's being negotiated over gunfire. The strait the memo would reopen is the most important oil chokepoint on earth — about 20 million barrels a day, a fifth of the world's, used to pass through it. [E4] It isn't flowing normally now. The US energy secretary says the American military is helping move 7 million barrels a day out of the Gulf, about half of what's stuck. [E5] A navy escorting half the normal flow is what "reopening" means this week. And nobody paused the coercion for the diplomacy. The EU, using a new freedom-of-navigation sanctions power for the first time, said Iran's Revolutionary Guard had "assumed control of the Strait of Hormuz," set up a toll, and was checking ships' papers before letting them through. There's a fourteen-point text, a foreign minister narrating it on TV, and a strait that a foreign navy is running by force while a second navy escorts tankers through it. The deal is real. So are the warning shots. 'Days away' is the most-broken promise in US–Iran diplomacy — the 2015 endgame and the 2021–22 Vienna rounds both ran 'days away' for weeks, and one of them collapsed. The hardest pieces here are parked in a sixty-day second round. Israel isn't even at the table, and won't pull back. And the foreign minister himself says the text might still move.
